Transport consulting — permits, escort and execution

Exceptional transport is any movement where the vehicle with its load exceeds the legal dimensions or weights. Since 1996 Zagrebački transporti (ZGT) has organised the complete process: cargo assessment, trailer selection, route survey, permits in Croatia and every transit country, escort vehicles and safe delivery. When transport becomes exceptional

Exceeding just one of the limits below already makes a special transport permit mandatory.

ParameterLimitNote
Width2.55 mAnything above requires a permit; from 3.50 m usually an escort, from 4.50 m police escort as well.
Height4.00 mOverpasses, tunnels, overhead lines and signage are checked along the entire route.
Length (tractor + semi-trailer)16.50 mTelescopic trailers carry long elements with marking and escort vehicles.
Length (vehicle combination)18.75 mWith modular platforms the length is planned together with the turning radii on the route.
Gross weight40 tAbove that, bridge capacity and axle load distribution matter more than total weight alone.
Axle load10 t (drive axle 11.5 t)Solved with additional axle lines and load positioning on the platform.

Permits and escort

In Croatia permits are issued by the road authorities — Hrvatske ceste for state roads, Hrvatske autoceste and concessionaires for motorways, and county or city administrations for their own roads. For international moves a permit is obtained separately in every transit country: DARS in Slovenia, ASFINAG in Austria, VEMAGS in Germany, ANAS in Italy. Depending on the dimensions the permit prescribes one or more escort vehicles, and for extreme widths and heights also a police escort with temporary traffic control, removal of signage or switching off overhead lines.

How an exceptional transport runs

  1. 01

    Cargo data

Dimensions, weight, centre of gravity and lifting points. Photos speed up the assessment and often replace a site visit.

  2. 02

    Trailer selection

Low-bed, telescopic or modular trailer — depending on cargo height, weight and the number of axles required.

  3. 03

    Route survey

Bridges, tunnels, roundabouts, gradients and road works are verified; an alternative route is defined if needed.

  4. 04

    Permits

Hrvatske ceste and Hrvatske autoceste for the Croatian leg, DARS (SI), ASFINAG (AT), VEMAGS (DE) and ANAS (IT) for transit.

  5. 05

    Escort and notification

Escort vehicles, police escort where required, and notification of road authorities and local administrations.

  6. 06

    Execution and delivery

Loading and securing, driving within the permitted time windows and unloading at destination in coordination with the client.

What drives the price

Cargo dimensions — every excess in width, height or length raises the permit class and escort requirement
Weight and axle load distribution — determines trailer type and number of axle lines
Route length and number of countries crossed — each country has its own procedure and fee
Type and number of permits and the lead time — express procedures cost more than planned ones
Number of escort vehicles and any police escort
Loading and securing — crane, timbers, chocks and lashing equipment
Driving windows — night, weekend and holiday regimes plus waiting time at loading
Return load availability — empty kilometres significantly increase the price

That is why we do not publish flat rates: the same machine on a verified motorway route and on a route with a weight-restricted bridge are two entirely different calculations. We check every route individually and quote a price that holds.

Data needed for a quote

  • Length, width and height of the cargo in metres
  • Weight in tonnes and position of the centre of gravity
  • Type of cargo (machine, excavator, tank, plant section) and lifting points
  • Loading and unloading address with a description of access and manoeuvring space
  • Preferred date or time frame
  • Whether a crane or forklift is available on site

Frequently asked questions

What counts as exceptional transport?

Exceptional transport is a movement where the vehicle with its load exceeds the legal dimensions (width 2.55 m, height 4.00 m, length 16.50 m or 18.75 m) or the permitted weights and axle loads (40 t gross, 10 t per axle). Such a move requires a special transport permit.

Who issues the permit in Croatia?

Permits are issued by the road authorities — Hrvatske ceste for state roads, Hrvatske autoceste and concessionaires for motorways, and county and city administrations for their own roads. When a route covers several road categories, the permit is coordinated with all authorities.

How long does it take to obtain a permit?

Standard permits are usually issued within a few working days. When a bridge statics check, a route change or permits from several countries are required, the procedure can take several weeks — so contact us as soon as dimensions and dates are known.

How much does exceptional transport cost?

There is no single price list — the price depends on cargo dimensions and weight, route length and difficulty, the number and type of permits, escort, loading and waiting time. With dimensions, weight and two addresses we issue a quote within 24 hours.

Is an escort required?

It depends on the dimensions. For greater widths and heights the permit prescribes one or more escort vehicles, and for extreme dimensions also a police escort with temporary traffic control.

When may an exceptional transport drive?

Usually outside peak hours, often at night or at weekends, within the time windows set by the permit. Additional restrictions apply to routes through city centres and on public holidays.
